Isn't The Rock vs Cena at WM 28 for the WWE title(rumoured) a flawed idea ?

The winner of Royal Rumble 2012,whoever it is,has the right to choose to fight for either the WWE title or the WHC at Wrestlemania 28........so if Cena has the title by that time,the RR winner can choose to go up against Cena....this also means that the winner of RR will be predictable !! what are your thoughts ?
